• Graduation in the Secondary School in Tallinn,
• 1979 graduation in Tallinn Technical University, faculty of Civil Engineering as a Road Engineer (DI)

Professional activities

• 1979-88 employment in Tallinn Technical University, first as an engineer in the chair of Highway Engineering, later as a head of Road and Traffic Laboratory.
• 1988 establishment of the independent consultancy "Stratum" with some colleagues by City of Tallinn and Tallinn Technical University.
